Sam Cheng (Dar Hsiang Cheng) believes very strongly in the need for pollution free transportation-world wide. He believes that he can help meet this need by building practical, affordable electric vehicles.

Following this vision, HCF metamorphosed from a maker of CVT systems for gasoline motor scooters and motor cycles into a builder of quality electric scooters in 1998.

Research and Development on the electric scooters started in 1997, making HCF one of the earliest entrants into this field.

Most of 1998 was spent on real world testing, processing of patents, and qualifying for European CE Certification.

A strong group of component suppliers was developed. Many of the key components come from companies that Mr. Cheng has an ownership interest in. This results in close cooperation and a high level of control over the end product.
Many unique parts are needed by these new vehicles.

The first product was the HCF Cute scooter. A lightweight, sit down scooter suitable for most short range transportation needs. Easily shipped, easy to lift and to fold into a car trunk, the Cute was unique and has spawned many imitators.

This scooter has been well received all over the world with strong sales in USA, Europe, Taiwan, and many other countries.

Mr. Cheng has insisted that product quality be as high as possible - and the Cute is noted for a high level of consumer satisfaction. Complaints are few and easily addressed. By Mr. Cheng's standards, this a necessary goal.

HCF is located just outside Tainan, Taiwan. Tainan is the oldest city in Taiwan, an important historic area in the southern end of the island.

Standing in the middle of an agricultural area, HCF is a compact and modern factory. The staff is composed of enthusiastic, highly motivated, competent people. Key managers have been with him for more than 10 years.

Sam Cheng believes that if he recruits the best people, that he will have the best products and best customer service. He has focused on this as his basic business strategy.
